Medicare Czar Flees 'Rationing' Query - HUMAN EVENTS: After Donald Berwick's controversial recess appointment to head the Center for Medicare and Medicaid Services (CMS), his allies claimed that he was preparing a 'point-by-point' rebuttal to his critics.
